At least that's what it sounds like to me. Is that what he's alluding to ?

Random sampling ?....selected groups of nodes ?

He doesn't seem to rate sidechains as a means to scale. Totally dismissed them, saying that if you merge-mine them then you're stuck with the native blockchain capacity anyway and if you don't then you expose them to loss of security provided by the main chain. (You need to wind back in the interview for that bit).

First time I heard that guy talk, he sounds alot smarter than I expected :p
