This sounds a little like DarkTor

I'd say it goes a bit further. DarkTor was never fully described, but Tor is a way to connect to the internet, what BitPay is suggesting is a new network protocol that they say could even replace TCP/IP.

I did not see anything that mentions the replacement of TCP/IP.

Tor should be recoded on Foxtrot because centralization is never a good thing.
