restoring coins without backup

No. The wallet.dat file contains your private keys, without your private keys you have no coins.
if my windows delete walle.dat file, is there any chance to use some password or something to restore coins and wallet information?

No. No wallet.dat = no coins.
Did you look in your recyclebin?
No, my windows refresh/reinstall and delete dash wallet as program. I searched the computer for walllet.dat file, but there is no one before the day when it reinstall, so there is also no backup.

If you want to try these you need to stop using your computer, move the disk to another machine and run the tools from that one.
But chances are very slim.
So i'm afraid there's no way to get them back. I feel for yah. I've mined darkcoin long ago. Lost that wallet also.
