My opinion is that your budget is very rudimentary, I would advice to talk to a real accountant and see how real budgets get drawn out in normal companies.

Finally I advice to have a real technology component on the proposal some actual code that benefit the ecosystem and accelerate the Peer to Peer flow of DASH.
