Demo's trolling aside, I think he is correct: this proposal did *not* have enough votes when the superblock occurred, yet it was still paid (
https://chainz.cryptoid.info/dash/block.dws?598193.htm). Why is that? If you look at the history, the superblock was paid at 01:47:53 on 1/4/2016, yet at that point, this proposal had about 416 net votes, which was not enough to pass.
Does the Budget System look at the vote when the superblock occurs, or does it look when someone finalizes the budget (which happened a few hours before in this case). If it is when the budget is finalized, that is a real problem, as people do not know exactly when that will happen, and that can be controlled by an individual (unlike the superblock occurrence, which is set and immutable). This vote is a perfect case-in-point: it crossed the threshold from passed to not-passed in the final hours of the cycle - after the budget finalization but before the superblock was generated. It would be good for MN owners to know how this works, and if it will be different in 12.1.
