It seems like there's an issue where many clients aren't updated to push masternode payments yet, and it's enough of the network that turning on enforcement across the board is undesired unless I'm mistaken
I had the following question around that: Is it possible to perhaps have a selective 'enforce' based on criteria that would phase it in over time? Would this cause adverse side affects?
I.E.: Enforcement could be enabled for the top 10% of net hash contributors, and expand by 5% every 24-48 hours. This would catch the largest pools first and slowly work its way down to everyone else
