I downloaded the wallet yesterday (after battling Norton numerous times) but it stalled on verifying addresses and when I clicked on the screen it disappeared. Task manager had it still running and but it was unable to be closed. I did a restart but the wallet wouldn't open even from the program files qt. I uninstalled/restarted and reloaded the wallet from my downloads as I didn't want to battle Norton again and it won't open and the alert say its already running which task manager confirms.. I Uninstalled again everything and deleted the downloaded files restarted again. This time the wallet downloads and won't open at all and its not even giving an icon/shortcut. Any suggestions? I disabled Norton completely and still no good?

I found Norton unusable because it was too extreme, I had to delete it and put something lighter on, it may have altered the registry in some way to block the program, disabled Norton may not mean fully disabled Norton either.
Suggest goto your hidden roaming folder via users and deleting all of the darkcoin folder, disabling norton for sure this time(I had to delete on a mining machine because it was impossible to do anything!) and starting again. Though I have the feeling its going to get in the way, make sure Norton in processes is NOT running anything at all, completely shutdown if thats possible (goto search programs and run services.msc to stop awkward startup programs)
Also check your startup programs for bootup and disable all.
Normally installing a wallet is easy but those pesky anti-virus programs rip out tiny parts of code and leave the rest in place making you think the program is still fine to use!
