Lowering the collateral disincentives the business costs for hosting. I doubt I will ever vote for a a lower collateral but I will vote to remove Instant Send and ConJoin in favor of alternative consensus and ZKPs or MimbleWimble. Once that's done we can talk about removing all collateral requirements.
