It is absurd 60% to decide to fork!
This will result to tear the community appart!

Lets take our case, and look how this number would be in case we voted the numbers.

65% of the masternodes that have upgraded to v19, may vote 50% threshold.
35% of the mastenodes that have not upgrade, may vote 100% threshold.

(65X50+35X100)/100 = 67,5%

67,5% , this is the decided number for our case if we vote the numbers and all masternodes decide to stretch their votes to the limit.

We are re-using the same fork mechanism for each fork since then, for example, current stats are:

87.73% Miners signalling for v19 HF readiness %
79.81% Target required for this window %
46.70% Progress through this window %

and this is the second window, the first one failed obviously.

In the event of failure, DCG will simply move the goal posts. No less than when they don't get enough dash from proposals, they simply digest supplementals. No is never no for DCG.

There is a spork related to PoSe, but for this release it was not changed. So no action is needed by DCG. Masternodes just need to upgrade to get PoSe rolling. The 80% is simply the point at which DKG sessions are able to form in a way that enables PoSe to begin working really well (I believe it is slightly effective a bit lower than that per @Pasta). I attached the file I think you were looking for.

That file was of the v18 upgrade phases, i was looking for a more clear view of the v19 upgrade phases. I managed to take a screenshot from the latest Dash Platform & Core Development Update on YouTube (May 2) and enlarged it enough to read it, but it could be handy for others to have the correct one show more readable in this thread.

As of now, 70% of the network is upgraded to v19, though not 80%, even with this level of adoption, PoSe bans will be issued by some quorums that are made up of enough v19 nodes, also, we still have another 9 days or so before the actual fork activates, so we should expect a few more nodes upgraded in that time.

After my node is upgraded to 19.1, after entering the command dash-cli masternode status, it shows

The node status on the wallet shows ENABLED, and PoSe points are deducted 2696
