Juan, as I said, I can help with preparation and content, I really love this conference and would love that Dash has some presence there. However, being realistic, it is unlikely that it will pass in such a short time. You also got my votes, but they are not many
Any proposal needs 10% of available vote, which I think this one can get today (already at more than 80% of that mark), but the budget is quite full, so this one would need to surpass others that have a really big number of votes (more than 900). This budget cycle has 8022 DASH, you can see everything at a glance here:

Colors are bit confusing because green doesn't mean it is getting paid, just that it has passed the minimum number of votes required. If you look at the last column, you can see that the two last green ones are not going to be funded because they exceed the 8022 DASH available. Your proposal will be in the same situation when it reaches the 10% threshold.
Would you be willing to do this conference if it doesn't pass and ask for a reimbursement in the next budgetary cycle? I will cover the cost of the proposal if you do, but I can't guarantee any result, you'd be taking a risk.
