AFAIK I lost my chosen username because, a) this error prevented me from finishing the process and b) the STUPID voting system allows frivolous rejection.
Just dumb that MNOs can hang around for years and finally fail to get their chosen username on baseless grounds.
Also, I want someone to confirm if username fees only go to Platform nodes and not original masternodes?

Yes, any leftover of the fees for registering a contested username (0.2 dash, allowing both masternodes and evonodes to vote on contested usernames for free) will be distributed among Evonodes at the end of each epoch (9.125 days). So it indeed only goes to Evonodes.
This has been implemented with Platform v1.8.0 and became active when Platform v1.8.0 activated (so very recent). According QE the accumulated leftover fees since start of Platform were not much to begin with (a few dash per Evonode) and now that these leftover fees will be auto-distributed every epoch, it will be even less (much less i suspect). Any vote action from Masternodes and Evonodes will make the leftover fees smaller. So if mno's change their a vote a few times (no --> abstain --> yes), it will reduce the leftover fees of that specific contested username. This was something some mno's like me were doing a lot at a certain point in time, when we were trying to create a lot of Platform state transitions to help Platform Withdrawals get through (this was before Paul from DCG Research created a strategy test for us to use).

An updated dashpay v. 11.1.1 (2) and still I am stuck with this ugly banner "Error Upgrading" GLUED and laughing in my face! Not enough that I spent dash and lost my username to inept voting but now you're just going to remind me every time I open the wallet, forever!

American MNOs being asked to vote on Russian names, receiving money in return and not checking if said person is on an OFAC list or PEP are what?
Dash - this is a decentralized network.
I'm not only talking about a decentralized network. This particular feature - people requesting service and then Platform MNOs being subsequently paid in kind - was built by DCG and makes the transactions interactive with human intervention. You can't just distance yourself from crime because it's decentralized.. if they were voting for drug deliveries, are they also innocent because it's "decentralized"? People receiving money in kind from OFAC sanctioned countries need to be careful.
A similar thing can be said for other services such as forums. If forums are moderated then they can be held accountable for what is posted. OTOH, if, say, a forum has no moderation and no control even when something comes to their attention, then things are very different from a legal perspective.
Now, important to note, I personally don't give a shit what happens to OFAC or any other global governance mechanism like FATF etc.. but people should be aware of this before they make up their own personal mind how to act. You know the risks and act accordingly.
