Quick status update: Chinese and Russian spaces in Confluence are up with 2 maintainers each. We plan on limiting official documentation to English only, all other languages should be maintained by the community.

With a good enough vps being ~3usd / month (e.g. ramnode), which is covered in about 2 days every month with current prices I don't see why such optimization is needed. It's simply not worth the time to fiddle with such complicated setups.

It's not about the hashpower, it's about the distribution, and the potential cost of acquiring 50%. With low hash power the latter is getting lower as well. So while the current hashpower is more than enough for maintaining the network, the lower it gets the higher the risk of a potential attack.
