You should be able to add the private key from your paper wallet to a normal wallet. I have only ever done this with Dash-Qt, not electrum. I am sure they will give instructions on the Dash Electrum website.

$30 million...that's...err a holding. You can only run one masternode with one address with 1000+ dash, right? So the address owner doesn't seem to care about getting lots of votes for treasury proposals. Looks like they received only a few mining rewards directly.

You are clearly from the western world. If someone from a country with an unstable currency is looking at dash as a way out of uncontrolled inflation for example, then they may wish to propose a change to facilitate many people from that country using dash more easily. Coming from a low wage...

I don't think a percentage is needed as a successful proposal almost always refunds the fee. You'd be just charging people with more ambitious failed proposals more.

If the proposal fee is too high as it is now with Dash = $100+, then people will be discouraged form submitting ideas. This will potentially hurt Dash because of missed opportunities. I think we should have a dynamic proposal fee base on the Dash value of $50 (or whatever USD value is agreed).

Have any of the core team ever publicly released figures on their masternode ownership?

There has been a large increase in fiat straight to Dash exchanges, not just old money moving around.
