Did it work previously? It looks like a database issue. Maybe your database got corrupted. Have you tried clearing the datadir? Make sure to make backups of your wallets first.

I believe that incentivized voting might cause currently non voting masternodes to vote yes or no without doing any research. It wouldn't even be difficult to automate the process. In the future masternodes will be able to delegate voting rights which should fix the issue of low voter turnout...
