Windows 8.1 - 32 bit Wallet super super slow

I am posting again for somebody else:

His
Windows 8.1 32 bit
(and i have more than 20 connections to peers)

is updating super super slow
he is 8 hours behind in updating (blockchain)

221265 block (that's what i'm at now)
221425 is the current block
so less than 200 blocks

+ randomly goes into not responding mode
cpu usage is low at about 0.6%

Any idea what is going on and how he can "speed" this up ?!
Wallet issue ? (his internet is super fast)

sorry for this,
all sorted out !

i think our ISP is detecting Darkcoin's packets as P2P and is throttling it
once i connected to a VPN
the speed of syncing has gone up
synced now
