So a new version is coming?

It's just a development version of current stable branch with some fixes. Was never released but helped few services to fix some issues. General users or masternodes don't really need that but you can compile it yourself if you like.
And no, it's not the base for 12.1, 12.1 is going to have a lot more changes.
