We are still missing a couple of X11 / Dash Mining Pools for 12.3 !!

According to the Dash Statistics site, 12.3 adoption by miners is actually falling.
For what valid reasons may that be?
If some mining pools are intentionally not upgrading, what can Dash do to continue forward?
Could this result in a fork?
Is our only option to encourage others around the world to pick up mining until those resisting are a minority?
