Being new to this, I was surprised that the page https://proposal.dash.org does not link to a more complete how-to guide for the process. I see that there's a guide at https://github.com/dashcommunity/guides/blob/master/submit_proposal_to_network.md - however, the final steps seem incomplete...

We think attitudes to cryptocurrencies in general and Dash in particular will vary by country and market. This one is a good place to start because the market is high-value and the country quite progressive in relation to tech.
