I don't see it as a waste of Treasury funds at all, imo it a legitimate use. I see it as an ICO-ish thing where payout is done via native token and I think it's a brilliant idea to incentivize small investors to (kind of) validate proposals this way.

Welcome! +1 to "start small, move fast" way of doing this. We tested full 2mb blocks load few times on testnet prior to 12.2 launch, so it might not be a clear answer when MNs are going to start failing but 2 mb blocks should be ok. Would be interesting to see at what load things will start...

Hmm... what's this? Are you proposing to pay 10 DASH (5 fee + 5 return) back to anyone giving you 5 Dash to submit your proposal? If so, it is a nice hack for the way to use Treasury system - find smaller investors, convince and incentivize them to submit your proposal to a larger one...

Welcome! :) Not sure how you missed it :p but Dash Core uses Travis to build and test binaries on various platforms https://github.com/dashpay/dash/blob/master/.travis.yml just like Bitcoin Core. Most tests are run via python testing framework, the file you linked to is just a functional test...

I see no reason supporting some specific miner via Treasury. Mining with no risk makes no sense. Moreover, you can't mine Dash with GPUs or S9, I can hardly see why would Dash network invest in supporting other coin infrastructure.

I wouldn't jump the gun with yet another fee reduction - avg fee is still relatively high because original bincoin fee estimation algo is way way way too conservative (not to say "broken"). Many wallets relying on core's fee estimation are overpaying even though there is plenty space in blocks...
