In a sense that fees for PS can be as high as ~$6 - yes. But they can also be as low as normal fees, it really depends on the amount you are trying to send, see my explanation about the PS fee calculation above.

I think this is quite reasonable. I'm not sure about the exact cost, someone should do the math (operational cost, teaching personal, cover discount for paying in Dash etc) and make a pre-proposal - that would be interesting to see. PS. That's one of these proposals that require some DAO around...
