I've had this happen once before. Unfortunately it seems like that's the way PrivateSend works right now. If you're unable to send the exact private balance you wanted, add some extra coins there and mix them for a greater chance there's enough inputs.

What are the chances that multisig will be enabled for treasury payouts with 12.3? Personally this is one of the features I'm most excited about, as it enables true sub-DAO organizations to be run semi-trustlessly, rather than relying on a single actor to distribute the treasury funds.

Sort of. Escrow would be the funds used in the transaction are locked up by a third party until the transaction is complete. Bisq's collateral requirements mean locking up different funds.
