I think the plan was for the voting to begin, but payments won't start until the devs are sure that the network is stable. So those are (intentionally) notional votes until the actual payments are turned on.

OK, got a p2pool set up and mining on testnet at 54.88.71.248:18998. Once I've got some testnet DRK, I'll try setting up a masternode as well. I'm curious to see how p2pool handles the change to MN payments....

I'm a big fan of intelligent networks, so what if the code itself only allowed multiple nodes after a certain threshold was reached, like 5000 if that is a reasonable limit? That way the network itself would adapt to its own needs.

Right now there is still a considerable amount of change going on with the code, etc. I'm sure you saw that the hard fork had difficulties over the weekend. Personally, I run my masternode on my own server behind my own firewall.
