    Not really. There is currently no functioning proposal / voting system for anyone to submit projects to. Maybe that should be implemented and tried before 15% of the entire money supply gets stockpiled regardless of whether the 'voters' want this to happen or not?

    I like the idea, I've proposed similar before, but 15% of the block reward is ~$40000/month at current prices. (576 blocks/day*5*0.15*$3.17 assuming 5 DASH/block) That's nearly half a million dollars a year, much more in time if the price rises. I worry about an ever-growing bureaucracy...

    Pity 90% of the hashrate is centralised via 3 pools. Why not shift blockchain security to the Masternodes using a similar Proof of Service model? It would be literally thousands of times more secure than the current useless arrangement of miners.
