I think it's part of port checking. 1) stand alone : port should be opened 2) local + remote : remote - start anyway, local - check if remote port is opened.

First deny 19998, 9998 from outside. It's for rpc port. I can't find any porblem from your iptables config. If your machine is in private ip address network, you need port forwarding 9999/19999 from outside to your machine ip 9999/19999 at router.

I think passive checking is more appropriate, by checking connection status of port (if my port 9999/19999 was connected from outside) or by viewing peers.dat regularly.
